Minutes of General Spring Meeting
March 29, 2005

The meeting was called to order by President Art Jiles at 7:06p.m., at the home of Carolyn Isbell-Carr and Pat Carr.

Minutes
Art Jiles asked Pam Jiles to read the minutes, for Secretary Gloria Jones, from the previous meeting held November 16, 2004.  The minutes were approved as read.

Treasurer's Report
Treasurer Merle Fritz was not present so there was no Treasurer's report.

Election of Officer's for 2005
Art Jiles called for nominations for election of officers for the 2005 year.

Directors Anita Fritz and Regina Roderick were not challenged and will serve another year.  For the third director's position which Terry Cottrill held there was a nomination made by Regina Roderick for Annie Cornell.  A vote was taken and Annie Cornell was voted in 5 to 3.

There were no new nominations for Secretary, Gloria Jones will serve another year.

There were no new nominations for Treasurer, Merle Fritz will serve another year.

Due to the passing of Dave Wells, the position of Vice President was open.  Pat Carr was nominated for the position and the vote was unanimous.

There were no new nominations for President, Art Jiles will serve another year.

New Business

Single Family Residences
Pam Jiles asked Art to look into a possible "Group Home" located on Knoxville.  Anita Fritz said there was another problem home located on Knoxville, with 5 grown men living in it and the police being called out several times, and one on Louisville.  Annie Cornell and Regina Roderick know the people in the Louisville home and said it was just a large family.

Art was asked to address these problems in the newsletter and to start sending the newsletter to the actual owners of all the residences as well to the renters.  He will contact the city about code enforcement and the group homes, then the city will get involved.

Yard of the Week
Volunteers to place yard of the week signs were chosen:

  May      Pam Jiles
  June     Terri Harden
  July      Pat Carr
  August  Annie Cornell
  Sept.    Jerry Warren

Volunteers to start the first Monday of their month and change the sign each Monday.

New Projects
Art said he asked residents to contact him with feedback on street lamps and all who contacted him but one was in favor.  However, residents had other added suggestions such as entrance gates to cut down on vandalism and a concrete fence around the perimeter.  After some discussion, everyone at the meeting thought they were good ideas but there is question as to the costs and feasibility.  Committees were formed to find out more information on these three projects.

Street Lamps
Gloria Jones had already contacted some electrical contractors and said they all wanted to do all the street lamps at once and not one at a time like Street Lamps of America.  Pam Jiles suggested contacting builders or developers to see who they purchase lights through.  Terri Harden said she could contact some people she knew.  And Regina Roderick said her husband Pat would find out what some of the specs would be.  Jerry Blevins. said they needed to be at least 14 feet high.  Art said he would check with PSO to see if they will charge for wiring some of the unlit areas that need lights.

Gates
Pat Carr volunteered to start some pricing and research on entrance gates.

Perimeter Fencing
Art and Pam Jiles said they would volunteer to get costs on the fencing.

Art also discussed the three ways to finance a project
    1.  Turtle Creek Loan.
    2.  Assessment.  Will take a 70% vote.
    3.  Pay as we have the money.

Other Business

Back Dues
Anita Fritz and Art discussed what to do about back dues.  Art said he would like to compose a letter like he did year before last to send to the delinquent homeowners.  After seeing what that response is then he will call a Board meeting on how to handle the delinquent accounts.

Pot Luck Pay Day
Carolyn Isbell-Carr suggested we have a neighborhood pot luck party, maybe in May and have it in a cul-de-sac or block off part of the street.  It will be a "Dues Party" encouraging people to come and pay their dues at the same time.  Everyone in attendance was in favor and Carolyn will check the city ordinances.

The meeting was adjourned at 8:05p.m.
